EAC approves revision of Ratle capacity JAMMU, Jan 31: In a major step towards the execution of the Ratle Hydro Electric Project on river Chenab in Kishtwar district, the Expert Appraisal Committee (EAC) of the Union Ministry of Environment and Forests has recommended approval for revision of capacity of the project from 690 Mega Watts to 850 Mega Watts. With this development, the decks have been cleared for the project executing agency to begin the exercise for seeking techno-economic clearance from the Central Electricity Authority (CEA), which is considered as last step before start of work on any power project. Official sources said Ratle Hydro Power Project on river Chenab was issued scooping clearance and Terms of Reference for Environment Impact Assessment study in December 2010 for 690 Mega Watts. However, due to optimization of installed capacity, the Central Water Commission (CWC) suggested an increase in installed capacity from 690 Mega Watts to 850 Mega Watts. After providing the salient features of the project to the Expert Appraisal Committee, the project proponent presented that the necessity of revision of installed capacity was mainly due to the revised flow series approved by the Central Water Commission. It was also submitted before the EAC that earlier water availability was arrived at by using the water availability at Dul dam site on Chenab river and Pakal dam site located on Marusudar river, one of the major tributaries contributing to the flow of Chenab downstream of Dul dam site, but now the CWC data observed at Prem Nagar has been used. "This site is located 21 kilometers downstream of the Ratle dam site and has flow data available from 1967-68 to 2009-10. The CWC has suggested that this should be used to derive flow series at the project site by catchment area ratio", sources said quoting the submissions of the project proponent. It was also submitted that the data of Prem Nagar site having a catchment area of 15,490 square kilometers was transferred to the proposed project site which has a catchment of 14,209 square kilometers. "With this new series, the design discharge has increased from 788 to 928 cumec as such the capacity can be increased from 690 Mega Watts to 850 Mega Watts", the project proponent told the EAC while mentioning that developed series has been approved by the CWC and the approval letter was already submitted to the Ministry. However, the EAC was apprised that main parameters of the project like FRL, submergence area and dam height will remain unchanged and number of units will get reduced from 6 of 115 MW each to 4 units of 205 MW each plus one additional unit of 30 MW for releasing environmental flows. Since the number of intakes has been reduced from 6 to 5 and diameter of pressure shafts changed from 6 of 5.5 mm to 4 of 6.6 mm for the main units and 1 of 3 mm diameter for additional unit, there will be reduction in muck generation from the project. On a query about maintaining of environmental flows during forced/ planned outage of 30 MW unit, it was informed that during the outage of the unit, the environmental flows would be released through the spill way. After detailed deliberations, the EAC recommended approval for revision of capacity of Ratle Project from 690 to 850 MW and suggested that a comparison of muck generated and to be disposed off for 690 MW and 850 MW should be submitted to the Ministry, sources said. In response to a question, sources said, "now the project executing agency will get fresh Detailed Project Report (DPR) for 850 Mega Watts generation capacity prepared through a Switzerland-based company and submit the same to the Central Electricity Authority (CEA) for techno-economic clearance", adding "following this exercise, which will take minimum of four-five months, the project executing agency would be able to start work on the project". It is pertinent to mention here that Ratle is the first power project in the country that has been awarded through a tariff based competitive bidding process on the initiative of the Chief Minister, Omar Abdullah. Moreover, the project is the first private sector investment in the power sector in Jammu and Kashmir. |
'Indian Army preparing for limited conflict with China' New Delhi, Feb 1: Noting that India is increasingly getting concerned about China's posture on its border, a top US intelligence official on Wednesday said that the Indian Army is strengthening itself for a "limited conflict" with China. "Despite public statements intended to downplay tensions between India and China, we judge that India is increasingly concerned about China's posture along their disputed border and Beijing's perceived aggressive posture in the Indian Ocean and Asia-Pacific region," Director of National Intelligence James Clapper said in his prepared testimony before the Senate Select Committee on Intelligence. "The Indian Army believes a major Sino-Indian conflict is not imminent, but the Indian military is strengthening its forces in preparation to fight a limited conflict along the disputed border, and is working to balance Chinese power projection in the Indian Ocean," he said. India, Clapper said, has expressed support for a strong US military posture in East Asia and US engagement in Asia. He said China in 2011 appeared to temper the assertive behavior that characterised its foreign policy the year before, but the internal and external drivers of that behavior persist. "Moreover, although Chinese leaders have affirmed their commitment to a peaceful and pragmatic foreign policy - and especially to stable relations with China's neighbours and the rest of the world - Beijing may take actions contrary to that goal if it perceives that China's sovereignty or national security is being seriously challenged," he said. Many of Beijing's military capability goals have now been realised, resulting in impressive military might. Other goals remain longer term, but the Chinese army is receiving the funding and political support to transform it into a fully modern force, capable of sustained operations in Asia and beyond, he said. 1 killed, 3 hurt in mishaps Srinagar, Feb 1: One person died and three others were injured in different road accidents across the Kashmir Valley. A Maruti Car bearing registration number DLICC/6729 collided with a Tavera vehicle bearing registration number JK01Q/6026 at Dal Kalaroos, Kupwara falling under the jurisdiction of police station Kupwara, resulting in injuries to Maruti Car driver Bashir Ahmad Baba. The injured was shifted to hospital for treatment. A case has been registered in this regard. An unidentified vehicle hit and injured Bashir ahmad Shah son of Mushtaq ahmad resident of Gopalpora, near Bazaar Gopalpora, Kulgam, falling under the jurisdiction of police station D.H Pora. The injured was shifted to district hospital Kulgam, where from he has been referred to SKIMS, Soura, Srinagar for treatment. A case has been registered in this regard. 2 structures gutted Srinagar: Fire broke out in the residential house of Abdul Hamid Naik at Gousia Colony Kulgam, resulting in partial damage to the house. The house owner Abdul Hamid Naik and her daughter Shazia Hamid received burn injuries while bringing the fire under control. Fire broke out in the Alhayat Burka Shop of Fayaz Ahmad Sofi at Jamia Masjid Market, Nowhatta, resulting in partial damage to the shop.
